It is hard to say if the officer needed to do this because you can't see what happens before he attempts to put the cuffs on her and has her hanging out the window!! Looks like she was trying to contact her grandfather who is the owner of the vehicle and things just went bad. Maybe she didn't have a license?? All I know is the 2 kids in the back didn't need to see all this... how could it have gone better for this woman??
